Maximising the Potential of Power Line Clearings

Making a start - going to the Permaculture Voices Conference followed by the Evoke Hope PDC at Tipuana Farm in March 2014. Observations will be posted.
My property has 5 to 6 acres of power line clearing. I will be designing a plan for this area as my project for the PDC course as a prelude to approaching the power company to gain their cooperation on the execution of the design. From what I have learned so far, I am permitted to pursue agricultural activities within the easement so long as that does not interfere with the safe operation and access to the transmission lines for maintenance and repair. Historically, this power company flies the lines regularly and aggressively sprays any trees that start to grow. Research on other power companies suggests that perennial plants no taller than 15 feet high may be permitted. That offers some potential for developing food forests, fuel production and fodder for livestock within the easement, but will require developing a relationship with the company and getting them on side. The site gets lots of precipitation (30 inches of rain and 60 inches of snow per year) and erosion is a issue, so one of the challenges will be stopping and sinking the water in conjunction with redeveloping a thick soil cover and deep humus. There is a potential pond site, the dam would be off the easement, but water would back up onto the easement, but would not encroach on the actual line of the transmission lines. I am particularly interested in the potential to plant living fences to create cells for grazing animals (sheep, cows, alpaca, but probably not goats). I am also looking to graft orchard trees onto rootstocks that are unfriendly or unattractive to deer, elk and moose. Getting the fruiting branches to thrive above 7 foot but to be limited in height to less that 15 foot will be an interesting challenge.
